Wouldn't it be nice if you could tell which commercials aired on American networks applied to businesses in Canada and which ones didn't? For example, Blockbuster USA no longer charges late fees. Blockbuster Canada does. You wouldn't know it from the commercials though, would you?
The renter is charged the purchase price if they keep the movie for more than 7 days but if they return it within 30 days they get a refund minus a small restocking fee. Late fees still apply to games.
But again, this is only in the US because Blockbuster Canada seems to suck and be incapable of offering decent deals.

The late charges will "disappear", but if the consumer is taking the movie/game back after 7 days, they are forced to buy it... so how does this help?

No you wouldn't! I only knew because I read it somewhere. What I want to know is why it's not happening here for a few months. There's nothing to develop.... just drop the bleedin' charges!!!
