Looking For Good People

I have a friend in Atlanta who works in HR recruiting. At the moment they are trying to help a company fill a position in Charlottetown and they're having trouble finding people so they've asked me for some information about Charlottetown.

So now I'm asking you, since a good chunk of the readership here is from the Island, or at least well acquainted with it.

The job is a HR manager position. It's a good job with a good company. So why can't they find people? If you were looking for quality, educated candidates to fill a job in Charlottetown, where would you look and where would you advertise? I suspect this job might not be listed in the Guardian, which is one thing I'll be suggesting they fix, if it's the case. It is posted on Monster Canada.

Any suggestions? I suspect that the qualifications for this job limit the field of candidates a bit too much for a city the size of Charlottetown and that might be the biggest problem. Would you consider Charlottetown to be more or less educated than other Canadian (or American) cities of the same size? Do you think there are qualified HR managers out there who are looking for work or looking for a change, or would a company have to bring someone from away in?
